SHANTOU ENTERPRISE INVESTMENT ADMINISTRATION & SERVICE CENTRE

The Shantou Enterprise Investment Administration & Service Center ( as center in the following) is a joint department established by the Shantou local government for improving investment conditions, raising work efficiency and providing convenience to investors.

Investors either from local or other parts of China, or from Taiwan, Hong Kong, Macao or from other countries will receive all necessary services from only one 'window' of the Center. The following 21 departments have their sub-offices here: the Customs Office, the Bureaus of Supervision, the Foreign Economy & Trade, the Planning & Development, the Industry & Commerce, the Public Security, the Environment Protection, the Quality & Techniques Control, the State Tax, the Local Tax, The Foreign Currency Control, the Local Finance, the Reconstruction, the State Land Resources & Programming, the Pricing Control, the Fire Brigade, the Domestic Trade, the Personnel Managing, the Labor & Social Security, the Electricity Supply and the Water Supply. Investors just go to this Center and will get all necessary papers, formalities and licenses made and done, from investment consultation, project application and approval, registration, issue of licenses, land procurement, civil construction approval, acceptance tests, water and power supplies, labor employment, until import of necessary project equipment and materials.

There is one office and four functional divisions which are for overall management of the Center and for coordination among the departments, especially in the case of joint examination and approval of a new project and the joint acceptance tests on the project. The Center is also responsible, on behalf of the municipal government, for organizing joint annual examination of enterprises, for handling complaints, for supervising implementation of state or provincial or local policies and measures regarding enterprise further investment and development, and for coordinating concerned departments to help enterprises in resolving their problems and difficulties.

The Center undertakes that for any new investment item with operable conditions and application papers, a trading company will get in 7 work days and a manufacturing company will get in 15 work days the licenses, tax registration book, the legal person code and all other documents necessary for starting the new business. The Center promises to provide handy, quick, efficient and convenient services to investors, with open procedures, standard measures, strict time limit and overall coordination and supervision carried out in the routine work.
