he Foreign Trade and Economic Cooperation Bureau

As the municipal authority in charge of foreign trade, economic cooperation and port affairs, the Foreign Trade and Economic Cooperation Bureau (also as the Port Bureau) undertakes the major responsibilities as follows:

1. To implement the country's policies, laws and regulations concerning foreign trade, economic cooperation, foreign investment and port administration. To draft the municipality's relevant policies, regulations and administration measures and to supervise the implementation of the policies, regulations and measures. To instruct the entities to take legal actions in anti-dumping and anti-subsidiary.

2. To draft and carry out development strategies, mid and long term plans and annual instructive projects in the field of foreign trade and economic cooperation. To analyze international business trend and the municipality's import and export situation, draw up measures on export-promotion and export commodity structure optimization. To carry out the policy and it's implementing measures in bidding and tendering of export commodity quota, to set plans of import and export commodity quota and supervise the implementation. To research and introduce new ways of international trade (including e-commerce). To take responsibility on the work of anti-dumping, anti-subsidiary and draw up remedy measures concerned. To instruct the work of export-promotion advertising.

3. Participating in formulating and conducting of policy and administration measures in foreign technology trade, service trade and plant export. Administering technology import, mechanic import and international bidding and tendering, coordinating and administering the re-export of imported technology and other technology export that is restricted by the State.

4. Participating in drawing up development strategy, mid and long term plans for foreign investment. Approving the establishment of foreign funded enterprises within authority. Apply to superior authority the establishment of foreign funded enterprises which business scope falls into the list of commodity quota and licensing control of the State. Approving and/or applying to the superior authority in case of stipulated the foreign investment project contracts and articles and the relevant changes in their terms and conditions. To inspect and supervise the foreign funded enterprises in operating with relative provisions of laws and regulations as well as the Contracts and Articles. To instruct and administer in foreign investment promotion and import and export business of foreign investment enterprises. Analyzing the trend of foreign investment and reporting to the municipal government periodically.

5. Joint with the authority concerned to implement the State's policies and administration measures in processing trade; approving the processing trade business within the municipality's authority and instructing the dealers to make business according to the relative stipulations of the State's policies and regulations; inspecting and supervising the implementation of State's policies and measures in processing trade, analyzing the development trend and reporting periodically to the municipality and the superior authority responsible for foreign trade and economic cooperation.
